Current boundary
Submitting requires an account, an explicit acceptance of this exact version, and a supported report context. Acceptance is not preselected.
Reports can remain pending, require changes, be rejected, hidden, expired, or removed under policy. Flags do not automatically prove a report false. Eligible decisions require a correction, deletion, and appeal path, and a Provider cannot delete an adverse report.
Public Community signals require coarse geography, delayed publication, a minimum sample threshold, and resistance to filter-based re-identification. Below the threshold, IPZOR shows insufficient data rather than an exact count.
